Under the direction of the City Administrator and Mayor the Finance Officer is responsible for performing administrative work in planning and directing the financial functions of the City and performing and/or managing all accounting operations within the department including the investment of funds, receiving of funds, expenditure of funds, preparing the annual report and annual audit, reporting of all transactions, and facilitating the annual budget process.ESSENTIAL DUTIES OF POSITION:The following duties are normal for this position. This position is designed for 40 hours per week and minimal required overtime.* Responsible for the preparation of all monthly, quarterly, and annual financial statements forgovernmental, proprietary, and fiduciary fund types* Maintain daily balances of all city funds to include short-term and long-term investments* Facilitate, assist, prepare, and maintain budget information and facilitate budget preparation, implementation, and provide periodic summaries for all departments.* Develop a comprehensive financial plan with the City Administrator* Work with all department heads to complete bi-weekly payroll and benefits to include time clock management and processing of payroll* Responsible for the reconciliation of all bank statements, posting of revenues, consolidated reconciliation of all city revenues, expenses, and cash.* Properly allocate investments and interest earnings* Prepare all financial reports* Prepare and post all monthly fixed journal entries* Prepare and maintain all accounting records and financial statements* Organize, direct, and control the retention of historical financial records and have readily accessible if needed* Responsible for Accounts Payable and Receivable process and direct all purchasing and collection procedures with department heads and departmental budgets* Responsible for the preparation and posting of annual fixed journal entries and annual reconciliation of accounting records and accrual of revenues and expenditures or expenses belonging to the current year* Assist annual auditing personnel and annual report for timely and effective processes* Maintain financial grant management* Be an active and contributing member of the management team.* Establish and maintain a good liaison with other agencies, departments, administration, and outside contacts* Ensure the proper care and disposition of City property assigned to the Finance Officer, maintain on file an annual inventory of all public properties, supplies, and stores in their custody* Manage financial records related to all tax increment districts* Conduct regular financial plans including revenue/expenditure projections and forecasting* Maintain all debt service funds and work with outside counsel on complex debt management funds and projects* Supervise employees in the Finance Department* Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws* Attend training and seminars as deemed necessary* Perform duties other duties as assigned or deemed necessary* Maintain good relations with citizens and vendorsIn addition to the above tasks The City may designate duties as assigned to the employee for the purposes of accomplishing the overall goals of the City.MINIMUM TRAINING, PHYSICAL REQUIREMENTS, AND EXPERIENCE REQUIRED TO PERFORM SSENTIAL FUNCTIONS:* Graduation from High School or GED program. A college degree in business, finance, or a related field.* Three years of responsible progressive finance work experience including computer and related software experience or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.* Regular standing, walking, and sitting will be required.
